The 15 Laws of Public Intelligence
AION operates under fifteen locked constitutional engineering laws derived from the AION Constitution v1.1. These laws guarantee epistemic integrity, prevent hallucination, and preserve historical truth.
Evidence over generation
“Generated language is never the source of truth. LLMs generate explanations; AION's knowledge system supplies evidence.”
Every analytical statement must point to an extracted observation, event, or claim with immutable SHA-256 provenance.
Persistent state over ephemeral retrieval
“AION retains historical knowledge. It never behaves as if the world begins when a user asks a question.”
Longitudinal state is accumulated continuously into a persistent relational model, enabling cross-temporal queries spanning years.
Provenance over confidence
“Every claim must structurally trace back to canonical evidence, sources, and extraction methodology.”
Uncited claims are rejected at synthesis time. Answers disclose the precise URL, snapshot timestamp, and extraction prompt.
Observation ≠ Reality
“AION observes public information. What is discussed in media is not automatically what happened in reality.”
AION documents public discourse and official assertions as reported observations, clearly demarcating claims from physical ground truth.
Population claims require population evidence
“Online/media discourse must never be converted into a national population claim without representative demographic data.”
Sentiment or frequency shifts in Lagos/Abuja media cannot be cited as 'Nigerians believe' without National Bureau of Statistics (NBS) census data.
Contradictions are valuable information
“Conflicting evidence must be stored as first-class objects, never silently resolved to favor one narrative.”
When the Central Bank reports FX stability while market surveys report divergence, both positions are surfaced with opposing evidence links.
Uncertainty is part of the product
“AION explicitly reports: known, observed, inferred, uncertain, conflicting, insufficient evidence, unknown.”
No analytical response presents false confidence. When evidence is sparse or contradictory, the system rates evidence strength accordingly.
Historical truth must not be overwritten
“When understanding changes, previous states remain auditable. History is append-only.”
Past revisions, retracted announcements, or amended gazettes remain intact in the longitudinal ledger with explicit superseded timestamps.
Models are replaceable
“No domain concept may depend on a specific model provider (OpenAI, Anthropic, Gemini, Llama, N-ATLaS).”
LLMs are commodity interpreters. If a foundation model deprecates tomorrow, the substrate schema and evidence graph remain unchanged.
The LLM is an interpreter, not the memory
“The LLM translates structured knowledge into natural language. It is never the system of record.”
Fact retrieval is executed via deterministic SQL, pgvector, and graph traversals. The LLM only formats the final synthesis.
RAG is a tool, not an architecture
“Reasoning combines relational queries, temporal filters, statistical signals, contradiction graphs, and embeddings.”
Semantic similarity search is only one input. Temporal boundaries and structural claims prevent retrieval hallucinations.
Data > Model sophistication
“Prefer better evidence representation over a bigger model.”
Investing in primary gazette scraping, high-fidelity OCR, and deduplication produces far superior intelligence than prompting a larger model.
Evaluation before complexity
“No AI capability may be introduced without a measurable benchmark against the golden evaluation dataset.”

Simplicity before scale
